The Board is comprised of a wide variety of volunteers with a sole purpose of executing the HPA Mission.
Dr. Pagette is board certified by the American Board of Obstetrics and Gynecology, and is a fellow of the American Congress of Obstetricians and Gynecologists. She is a true Austinite and graduated from Stephen F. Austin High School. She received her Bachelor of Science degree in Premedicine with a minor in Spanish from the University of Nevada-Reno, and obtained her Doctor of Medicine degree at Texas Tech University Health Sciences Center Medical School. During her time in medical school in 1986, she married Denis Pagette, from Quebec, Canada. She then completed a residency program at McGill University in Montreal, Quebec, and had her two daughters, Christina and Caroline. The family moved to Florence, SC where Dr. Pagette had a successful practice for 12 and a half years. She decided to move back to her home state of Texas in 2006. Originally from Del Rio, Dr. Oscar Rios moved to Austin to pursue his undergraduate studies at St. Edward’s University, where he graduated with a Bachelor of Science degree. Dr. Rios then attended medical school at the University of Texas Health Science Center in Houston. Following his graduation, he completed his General Surgery training at The Methodist Hospital in Houston. In 2006, Dr. Rios joined the Texas Surgical Group and is happy to be back in Austin enjoying the live music and great food.
Dr. Valerie Chavez was born and raised in El Paso, Texas. She graduated from Ysleta High School and moved to San Antonio for college. Through the Health Careers Opportunity Program (HCOP) at St. Mary's University, she became interested in the field of medicine. While attending college, she worked part-time as a phlebotomist and also as an administrative assistant for the St. Marys Presidents office. Following graduation from St. Mary's, she started medical school at the University of Texas Health Science Center at San Antonio. In 2003, she graduated with a Medical Doctorate and became the first doctor in the family. She later completed her Residency in Internal Medicine from the University of Texas Medical Branch at Austin in 2006. Dr. Chavez currently works as a Primary Care Physician at Solid Oak Internal Medicine Associates.
Dr. Elsa Brieno was born in San Antonio and raised in Houston, Texas. She graduated from Dulles High School in Stafford and then received a Bachelor of Science degree from St. Mary's University in San Antonio. Dr. Brieno attended medical school at the University of Texas at Houston and then completed her pediatric residency in Austin at Brackenridge Hospital. From there she entered private practice in Austin where she has enjoyed being part of the lives of many families for the last 18 years.Dr. Brieno's volunteer opportunities have included working with the Volunteer Health Clinic for 9 years, as well as working with the International Medical Corp in a Macedonian refugee camp after the Kosovo war during the summer of 1999. She enjoys spending time with her young son, gardening, and ballroom dancing.
Dr. Rodolfo Alamia is a family practioner who is also a co-founder and past President of the Hispanic Physicians Association. He graduated from the University of Texas Pharmacy School at Austin in 1973 and graduated from medical school at Michigan State University at Lansing in 1979. Dr. Alamia completed his residency in Family Practice in Corpus Christi, Texas and is frequently found spending his time working in the local Hispanic community on health issues or learning about classical history and collecting calaveras.
A native of Puerto Rico, Dr. Jose Rivera attended the University of Florida where he completed his undergraduate studies and obtained a B.S. in Sports Medicine. Following his undergraduate studies, he attended the Ohio College of Podiatric Medicine in Cleveland, Ohio and earned his Doctor of Podiatric Medicine degree in 2000. Dr. Rivera completed a comprehensive foot and ankle surgical residency, including a one year foot and ankle surgical fellowship program under the guidance of John Kenzora, MD at the University of Maryland Medical Center Department of Orthopedics.
Dr. Rodolfo Barrera was born and raised in Corpus Christi Texas. He graduated from The University of Texas with a Bachelors of Science in Medical Technology. After completing Osteopathic School at Texas College of Osteopathic Medicine, he interned at Corpus Christi Osteopathic Hospital and completed his pediatric residency at Brackenridge Hospital through the Central Texas Medical Foundation. Dr. Barrera has been in general pediatric practice since his graduation. He is a Clinical Professor for The University of Texas Medical Branch at Galveston and The University of Texas Nursing School. Dr. Barrera enjoys keeping healthy in mind body and soul.
Dr. Solis began his private practice in Austin in 2002. He received his B.A. degree in Biology in 1990 from the University of Texas at Austin. He received his M.D. from the University of Texas Southwestern Medical Center in Dallas, Texas. After completing his Residency at Staten Island University, Staten Island, New York in 2000, he went on to the University of Texas – Houston where he completed his Fellowship in 2001. Dr. Solis is Board Certified by the American Board of Colon and Rectal Surgery. When not practicing medicine, Dr. Solis enjoys UT athletics, cycling, volleyball and poker. He is also active in the National Chicano Health Organization.
A native of Laredo, Dr. Frank Cardenas received his degree from the University of Texas at Austin. This was followed by Medical School at the Universidad Autonoma de Mexico (UNAM) where he obtained his Degree in Medicine. He then completed training in Internal Medicine from the Thomas Jefferson School of Medicine affiliate Hospitals in Philadelphia, PA, followed by a Fellowship in Nephrology from the University of Tennessee in Memphis. He practiced Internal Medicine and Nephrology in Longview, Texas until his retirement in 2006. Since then he moved to Austin and has been doing Consulting work in his Specialty.

Dr. Joe Urquidez is the only Board Certified Physical Medicine and Rehabilitation physician who is Fellowship trained in Neurorehabilitation / Brain Injury Medicine in Austin, Texas. Dr. Urquidez has extensive knowledge and experience with the use of neurotoxins (Botox®) for the treatment of various conditions including: Spasticity, Pain, Cervical Dystonia, Hyperhydrosis, Hypersalivation, and Cosmetics. At the PMNI our focus is on improving quality of life and function. Dr. Urquidez employs cutting edge technologies and innovation.
Dr. Cecilia Cervantes has been practicing medicine for twenty eight years. She holds a medical degree from Stony Brook Universtiy Health Science Center School Of Medicine (1986) in New York. She completed her residency at St. Elizabeth's Medical Center in Internal Medicine. As a specialist doctor, preventive medicine doctor, and primary care doctor she specializes in internal medicine, undersea and hyperbaric medicine, and wound and lypmhedema care.
Irving Hernandez is originally from Brownsville Texas. He has been with Northwestern Mutual for 10 years. He is a very well accomplished financial consultant and has won many top company honors. When he isn’t focused on work, he enjoys spending time with his fiancée Crystal Herrington. He is a very active runner and once ran the AT&T marathon in 3hrs:35minutes. He also enjoys spending time with his two Boston Terriers, Peanut & Cassie. He is also a very talented and charismatic speaker and has spoken in several HPA functions.

Robert started college as a Division 1 baseball player with Florida Atlantic University in Boca Raton, Florida. He transferred to the University of Florida and graduated with his B.S. in Food Science and Human Nutrition in 1996. His next ten years after graduation was spent in the hospitality and service industries in Florida and New York. In 2006, he was recruited to become the Director of Marketing and eventually the Director of Operations for a national construction company. In 2011 he met his wife, Diana, and moved to Austin. He is the North Austin Clinic Liaison for Texas Physical Therapy Specialists. He has a passion for cooking and still enjoys playing competitive baseball. He also serves as a 4th-5th grade Christian youth group leader for Real Life Austin.
